A religious leader has been charged with 59 counts of criminal sexual conduct involving two members of a “Maidens Group” within a Pine County-based church he led called the River Road Fellowship. The church had owned properties near Finlayson, before selling them and moving out of state.
Pine County authorities announced Tuesday an arrest warrant has been issued for 52-year-old Victor Arden Barnard. The sheriff’s office says he was last known to be in the Spokane, Wash., area, and police are looking for him there.

The Minnesota Department of Natural Resources is putting burning restrictions in place beginning Monday.
The restrictions will affect the following counties: Anoka, Benton, Chisago, Dakota, Douglas, Hennepin, Isanti, Otter Tail, Pope, Ramsey, Sherburne, Stearns, Todd, Washington and Wright.
On Monday, April 21, these counties will also be under restrictions: Aitkin, Becker, Cass, Clearwater, Crow Wing, Hubbard, Kanabec, Mahnomen, Mille Lacs, Morrison, Pine, Polk and Wadena.
The burning restrictions mean the state won’t give out burning permits for burning brush or yard waste, but campfires are still allowed.
